Error. OptimizePicture

i want manually minify picture with url, but i get this error
Error. The file 'C:\....jpeg' wasn't minify. Error=The type initializer for 'NativeMagickSettings' threw an exception.

And these addresses are correct for extra folders?

~\wwwroot\images\thumbs\
~\Themes\Venture\Content\img\
