Bug? Don't diplay popup window if I set discount to none

hi there, trying to use the newsletter plugin to try it. We only want to run discounts occasionally. But if you set discount to none, the popup stops and the newsletter signup isn't shown. Is this an error? and how do we fix it?

I have fixed this bug.
