PayPal Plus. Question regarding

I got a question regarding the configuration of the paypal plus plugin.
Is it necessary to create a paypal developer account for every web shop we want to use this plugin or can we just create one developer account for multiple web shops?

You can have one developer account for all shops.
Be careful. This payment method works only in several countries.

I can't understand you.
Open plugin configure page and you will see account to PayPal site.
You should create PayPal account and enable API, write PayPal support about that you want to enable PayPal Plus.
PayPal will want documents from you and enable it.
You will not be able to enable PayPal yourself. PayPal support can do it.

I think my situation is a little bit different. I have multiple clients with their own paypal accounts which want to use paypal plus. I only have my own developer account on which I created a rest api with a client ID and a secret. I want to create multiple rest api apps for each client but what I don't understand is: do our clients have to create a developer account on their own and send me the client ID and the secret or can I configure an app for them from my developer account?

You needn't use your developer account. Use customer's real the client ID and the secret key (own for each store).

I got one last question: Is NOPCommerce 3.7 still supported by the paypal plus extension? Because a version for 3.7 is included in the sample files but it's not listed in the list of compatible nop commerce versions.
