State/ province for payment?

Hello
Getting this error when customer in India trying to complete the order with paypalstandardpro plugin

Error. GetApprovalUrl approvalUrl=
- Payment error: PayPal error: Invalid request - see details (VALIDATION_ERROR)
- Payment error: state Required field missing
Seems the problem is State property which is not included to the request, however Nopcommerce 3.80 doesn't allow to specify States for on US customers

PayPal wants to see the state for the USA.
It's important!!!
PayPal has the list of countries with necessaries state/province value.
