I can change JavaScript code and we'll be able to fire 'Facebook pixel' for it...
But customer can change (remove) it from ShoppingCart page.
I thought about this problem. I added this pixel on ShoppingCsrt page. When the customer open the ShoppingCart page plugin will send information about it.

If you need to fix JavaScript code on selected place into the HTML page, you should use data attribute data-fixedscript="1" for it.

If you want to use PayPal Plus you should ask PayPal support about it. Only PayPal support can enable PayPal Plus, not you.
